APNIFFT Secretariat
APNIFFT currently is a flagship programme under Tax Justice Network Africa.
The secretariat coordinates the work-planning and implementation of activities of APNIFFT, Fundraises and finances the network, consults with the steering committee on strategy and management of the network and serves as the trustee of all documents and intangible assets of the network.

Hon. Jean Galvanis
Dr. Jean Galvanis M’Gassiyombo is the Chairperson of the African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT) since 2025 and a Member of Parliament in the Central African Republic, elected in 2021. He serves on the Economic, Finance and Planning Committee and has played a leading role in advancing innovative financial legislation, including laws on cryptocurrency (Sango Coin), tokenisation of natural resources, and fair taxation in the digital economy.

Hon. Lerato Mikateko Ngobeni
Hon. Lerato M-Ngobeni is a Member of Parliament in South Africa, serving as Parliamentary Chief Whip and National Spokesperson of ActionSA. She is also the Continental Deputy Chairperson and Southern African Development Community Regional Coordinator of the African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT).
A strong advocate for governance, accountability, and economic justice, she plays a leading role in advancing parliamentary oversight and coordinated responses to illicit financial flows across Africa. In Parliament, she serves on key oversight committees, including Home Affairs and Defence and Military Veterans, where she addresses issues related to border security, migration, and national resilience. Her work reflects a commitment to strengthening institutions, combating corruption, and promoting transparent and inclusive economic systems.

Hon. Nelly Tulela Muinga
Hon. Nelly Muinga Tulela is a Congolese lawyer and former Member of Parliament in the Democratic Republic of Congo (2019–2023), with over 15 years of experience in governance, justice, public health, and human rights. She is currently the Central Africa Sub-Regional Chairperson of the African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT).
During her parliamentary tenure, she contributed to legislative processes and policy advocacy in health, education, and infrastructure, while also strengthening oversight through her role within the Avenir du Congo Parliamentary Group. She remains actively engaged in advancing tax justice, financial transparency, and domestic resource mobilisation across the region.
In addition to her public service, she is an advocate of the bar of Kongo Central and has collaborated with the International Criminal Court. She is also a social entrepreneur and founder of a community media platform promoting civic education and democratic participation.

Hon. Busayo Oluwole Oke
Hon. Busayo Oluwole Oke is a seasoned Nigerian lawmaker, educationist, and tax professional, currently serving as a Member of the House of Representatives representing Obokun/Oriade Federal Constituency in Osun State. He has served across multiple legislative terms and currently chairs the House Committee on Foreign Affairs, having previously chaired committees on Judiciary, Public Accounts, Public Procurement, and Defence.
With a strong academic background in economics, finance, taxation, and law, he holds degrees from the University of Abuja, Obafemi Awolowo University, the University of London, and the University of Buckingham. He is also a Fellow of the Institute of Management Consultants and an Associate Member of the Chartered Institute of Taxation of Nigeria.
Prior to his political career, he worked in education and tax consultancy. Throughout his career, he has been committed to promoting accountability in public finance and supporting community development through education, mentorship, and empowerment initiatives.

Hon. Yao Lazare Yao
Hon. Yao Yao is a trained commercial engineer with a professional background in the oil industry, where he has served in several senior leadership roles, including as Chief Executive Officer. Since 2011, he has been a Member of Parliament in the National Assembly of Côte d’Ivoire, having been re-elected four times. He has also served as Mayor since 2018. At the continental level, he has been a Member of the Pan-African Parliament since 2017 and currently serves as Vice-President of the West Africa Caucus.

Hon. Lee Denis Oguzu
Hon. Oguzu Lee Denis is a Ugandan Member of Parliament representing Maracha County and a Regional Coordinator for East Africa within the African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT). He also serves on the Network’s Steering Council and chairs its Uganda Chapter.
He has been instrumental in mobilising parliamentary action on tax justice, including advocating for the review of tax expenditures, double taxation agreements, and domestic resource mobilisation policies. As a member of the Committee on National Economy and Finance, he oversees key fiscal institutions and has consistently championed transparency in public finance and debt management.
Beyond Parliament, he is a recognised innovator and community leader, including being acknowledged by the World Health Organization for developing a national ambulance system. He holds a degree in Information Technology from Makerere University and is currently pursuing further studies in law and technology.
